Policy, legislation & strategic cases

Use our practical experience from cases to influence laws, policies and institutional practice and to secure structural changes through strategic litigation.

Key Programme Activities

Drafting and review of primary and secondary legislation in areas such as:

  • civil status, citizenship and foreigners;
  • legal aid, child rights and juvenile justice;
  • penitentiary and probation systems;
  • anti-discrimination and equality at local level.
  • Preparation of policy papers, legal analyses and recommendations for ministries, Parliament, independent institutions and international partners.
  • Participation in inter-institutional working groups and consultations, including those on justice reform, civil registration, statelessness and human-rights strategies.
  • Design and promotion of models and tools, e.g.
  • competency model for selection and evaluation of judges;
  • tools for enforcing decisions of the Commissioner for Protection from Discrimination at local level.
  • Strategic litigation before domestic courts and, where relevant, the ECtHR, aiming to:
  • remove systemic barriers in civil registration and access to services;
  • enforce anti-discrimination norms;
  • improve protection of property and child rights;
  • ensure humane treatment and due process in penitentiary and pre-trial detention settings.
