ABOUT TLAS

Independent legal aid organisation based in Tirana

Established in 1999, TLAS is among the first and most experienced civil society organisations providing free legal aid in Albania. We support people who cannot afford a lawyer, while also advocating for a fair, accountable and human-rights-compliant justice system..

Priority Groups & Communities

Who we Serve

TLAS focuses on individuals and groups who are most at risk of exclusion from justice and rights, often facing multiple forms of discrimination and poverty.

Projects & Partnerships

TLAS collaborates with public institutions and international organisations (including EU and UN agencies) to pilot new models of legal aid, improve standards and support reforms aligned with international human rights obligations.

Statelessness & Civil Registration

Preventing and Reducing Statelessness in Albania

Legal aid, advocacy and training in cooperation with civil registry offices and civil society.
TLAS supports people without documents or nationality, produces legal analyses and “key considerations” papers, and advocates for better laws and procedures on birth registration, citizenship and residence.

Justice & Detention

Improving Human Rights Standards in the Penitentiary System

Legal aid, monitoring and training in cooperation with national institutions and European partners.
TLAS provides legal counselling for persons deprived of liberty, documents systemic issues and contributes to recommendations for aligning detention practices with European human rights standards.
